Jordan Louise Fischer, Esquire

Managing Partner

Jordan L. Fischer is co-founder and managing partner of XPAN Law Group, LLC, a Women-Owned boutique law firm. She focuses her practice on international data privacy and cybersecurity and cross-border data management, with a special emphasis in European Union data privacy regulations and the General Data Protection Regulation (GDPR). Jordan has extensive experience in the intersection of law and technology.

At XPAN, Jordan regularly evaluates and assesses legal and business opportunities and risk to provide public and private sector clients with critical data privacy and cybersecurity assessments and strategy. With a global perspective, Jordan works with clients to create cost-effective and business-oriented approaches to cybersecurity and data privacy compliance. Jordan also counsels clients on cross-border data management, including the complexities of discovery in international litigation.

In addition to being a principal member of XPAN Law Group, Jordan is an adjunct law professor at the Thomas R. Kline School of Law, where she teaches a variety of legal courses, including European Union law and European data privacy. Jordan is also a board member of Women Owned Law, an organization that supports women entrepreneurs in the law and a member of the Young Friends of the Parkinson’s Council.

Rebeca L. Rakoski, Esquire

Managing Partner

Rebecca L. Rakoski, co-founder and managing partner at XPAN Law Group, a distinctive Women Owned boutique law firm, focuses her practice exclusively on cybersecurity and data privacy. She understands technology and how it intersects with her client’s legal obligations and liabilities. With nearly two decade worth of litigation experience, Rebecca approaches her client’s issues with a litigator’s eye helping them prevent lawsuits and create a complete solution to their organizations. Rebecca has extensive experience in all aspects of cybersecurity, data privacy and cross border data transfer issues.

Rebecca works with her clients to perform in-depth cybersecurity assessments and audits, review third party vendor contracts and service level agreements, and draft internal and outward facing policies and procedures governing cybersecurity. Rebecca drafts breach response plans and counsels clients through a breach by navigating the complexities of different state and federal regulations.

Rebecca performs cybersecurity and data privacy due diligence to help her clients make informed decisions on vendor selection and auditing, corporate mergers and acquisitions, protecting intellectual property, and even transition and succession planning. Rebecca translates the legal needs of her clients to their technical personnel which provides a comprehensive and coordinated approach to cybersecurity and data privacy.

In addition to being a principal member of XPAN Law Group, Rebecca is an adjunct law professor at the Thomas R. Kline School of Law, where she teaches a variety of legal courses. Rebecca also sits on the Board of Governors for Temple University Health System, including a position on the Board’s Audit and Compliance Committee.

Carolin C. Brucker-Cabe, LLM

Associate

Carolin C. Brucker-Cabe joined XPAN Law Group in 2018 as an associate.  She is a foreign-trained attorney (Germany) who counsels clients in data privacy matters involving questions arising in the context of the  European General Data Protection Regulation (GDPR) and German data privacy laws. Carolin has extensive knowledge in German data privacy law and uniquely understands the impact of the GDPR on U.S. clients and their obligations within the scope of the newly enforced law.

Carolin regularly works with clients to conduct domestic and international data privacy audits and assessments, conducting in-depth gap analysis between data management practices and regulatory obligations.  She also works with clients to implement network infrastructures to decrease risks and increase efficiencies.

She also has experience in U.S. domestic law, which she gained during her LL.M. studies at Fordham University School of Law in New York as well as her prior work experience as a foreign associate in a midsize law firm in Manhattan.

Antonia Dumas, JD

Associate

Antonia M. Dumas is an associate at XPAN Law Group, a certified Women’s Business Enterprise (“WBE”) and Women Owned Small Business (“WOSB”). At XPAN, Antonia works with clients to create proactive, streamlined and global approaches to cybersecurity and data privacy.  She performs audits, assessments and gap analysis of a client’s existing contractual and technological infrastructure.  Domestically, she conducts cyber-regulatory compliance assessments, including HIPAA and state-specific regulations. She assists in the implementation of cyber best practices, including  drafting cybersecurity policies and procedures.  She also helps conduct international privacy compliance assessments under the European Union General Data Protection Regulation (“GDPR”).


Antonia has experience in a variety of different sectors through which she has gained an insight into potential cybersecurity and data privacy vulnerabilities. Additionally, she contributes a unique global perspective from living, studying and working abroad in Spain for several years.
